Why is it called "Operation Iraqi Freedom" if you're looking for WMD?

The long and the short of it? Having absolutely nothing to do with politics, when the decision is made to commit troops to a military action, the decision makers (Joint Chiefs) use a wheel with two alphabets on it. The turn the wheel and whatever two letters it lands on determines the first letter of the two names for the operation. So, for the operations to free Kuwait, D & S. Desert Shield and Desert Storm. For this, I & F. It just becomes a matter of coming up with a couple of catchy words.
